Hawkins brought this action, claiming the city of Greenville (""City"") improperly and negligently designed and maintained its municipal drainage system in the area where his business was located. He alleged the City's malfeasance caused his property to flood after a rainstorm in 1997. The trial court granted summary judgment in favor of the City on all of Hawkins' claims.
